Deadlines

  • — Oct 26, 2026. Comment deadline and hearing (rules not final)
  • — Jan 1, 2027. ADMT Act (SB 26-189) and Chatbot Safety Act (HB 26-1263) requirements take effect

The Colorado Attorney General’s rulemaking page says Senate Bill 26-189, the Automated Decision-Making Technology Act, and House Bill 26-1263, the Chatbot Safety Act, take effect on January 1, 2027. The Colorado General Assembly’s bill summaries agree on the start date for the requirements: SB 26-189 developer duties start January 1, 2027, and HB 26-1263 requirements for chatbot operators are effective January 1, 2027. The General Assembly lists SB 26-189 as signed on May 14, 2026.

The October 26, 2026 date is not a compliance deadline. The Attorney General’s page says written comments on the proposed rules are open through October 26, 2026, and lists a rulemaking hearing on the same day. The office says that if the hearing continues past that date, comments stay open through the last day of the hearing. The office released an interim draft of the rules on October 6, 2026. The rules are still a proposal.
